Memorial of the Chamber of Commerce, and certain importing merchants of Philadelphia, praying that the excess of duty under the tariff of 1828, beyond that of former tariffs, on such merchandise as was ordered prior to the passage of the act of 1828, but did not arrive in the United States until after the time limited therein for a continuance of the old duties be remitted.
