Concerning the valuable and faithful service of David Henly as general agent for the territory south west of the Ohio weighed against a discrepancy of more than $12,000 in his accounts for which he had not presented legal vouchers. The report attributes this discrepancy to the failure of the government to appoint a permanent assistant, and, consequently, to unfaithful and unqualified individals who were left in charge of the general office when Henley was called to distant points of the district.
